Why does the FBS Playoffs have to involve the bowl games?


I get having the championship game at a neutral site, but why does the Semi-Finals and/or Quarterfinals need to be at a neutral site too? The NCAA DI (aka FCS Playoffs), DII, DIII, and even the NFL doesn't do it, so why does the FBS NEED to do it? If the FBS wants to keep the bowl, then that is fine. Let teams, who don't make the FBS Playoffs, play in those games.
