Again, the upper tier deciding not to play the lower tier will only


work for only the sports where the upper tier has enough participating teams. That isn't the case for all the sports sponsored by the power conference schools. If you go through all 30 or so sports currently sponsored at the DI level, then you will see there are quite a few sports (at least half the last time I checked) where the power conference schools are in the minority of participating teams for that sport.
