The NFL can do that because


So much of the NFL's revenue is based on national TV contracts, it's easy to split amongst all the teams. Sure some make more money off of merchandising, etc... than others, but even the smallest market teams in the league have more than enough revenue to spend up to the salary cap every year.

MLB media rights deals are still massively local. The Dodgers earn WAY more money from being in LA than the Pirates do, or likely ever will, being in Pittsburgh. The CBA negotiations are as much about the owners fighting with each other as they are about the owners fighting with the Players Association.

In short, don't hold your breath
