It seems the study contradicts your conclusion ...
But you're dismissing and reversing it just by your own personal anecdotal evidence of people wearing poorly fitting masks.

The main negative conclusion is that cloth masks shouldn't be mandated for healthcare workers. Well ... duh.
My read of it is:
1) Healthcare masks are best
2) Cloth masks offer some protection but not as much
3) The level of protection depends on how careful you are
All that seems to at least imply strongly that masks > no masks as well. Degree determined by proper usage.
