Someone explain to me why ND gets a vote for the Playoff equal to the SEC,

with 16 teams, The B1G with 14 teams, The ACC with 14 teams, the PAC 12 with 12 teams, the Big 12 with soon to be 12 and all the other G-5 Conferences, but no other Independents get a vote? Why is that?
