The theory is that by expanding you spread the talent out a bit

problem now is that the top talent that wants to play for a natty knows there are only 4 to 6 schools with any shot at the playoff. By making it 12, conceptually, the talent spreads out a bit, making more teams relevant.

Doesn't get fixed in a year, but over time, that's the theory.
