Virginia's public colleges are separated into Education and General (E&G)


and Auxiliary. E&G is your instructional space like classroom buildings, libraries and some administrative offices. Auxiliary enterprises are Athletics, Parking, Dining, Housing etc. and they generate there own revenue and receive no state funds. When a Virginia public college builds a dorm, it is usually debt funded with 20 year revenue bonds. A new classroom building is generally funded by the state with the schools contributing a portion based on how good their lobbyists are. The state will fund 50% of the cost to construct research facilities since they also generate their own revenue through grants.

People love to look at sports and say this is why tuition is so high but the two have nothing to do with each other.
