I think that rule probably doesn't mean anything.

If CUSA goes down to 3 teams, people are saying that the NCAA will make them leave FBS. I'd bet that rule would just get waived. They could continue on for a long time as a 3 team conference while they rebuild in spite of the rule (4 with NM State, then SFA, etc.).

I think the same for an Alliance defined playoff, provided they allow everyone to join it under fair rules. If the SEC wants to sit it out, or try to get their own going, then good luck to them. I doubt anyone will be able to stop whatever we want to do.
