Geography still matters for conference cohesion.
Adding one Texas school sitting out on an island won't work long term, especially for the non-football sports. It creates an island of instability. For it to work the ACC would have to add at least 3 or 4 Big 12 schools. Cincinnati works geographically, and Ohio is a much bigger state than West Virginia, but West Virginia is a better brand and geographic/cultural fit. I'd say Cincinnati and West Virginia have about the same relative value to the ACC. Since it's more or less a toss up, I'd go for West Virginia if we needed to find a 16th school to round out the conference (assuming Notre Dame ever decides to join).
