Actually, that situation you describe (juggling it up) is not allowed...


a "deliberate trick" like that will to circumvent the "back pass rule" will result in an indirect free kick (and should be a yellow card, although that's not always given for younger players).

You see this every now and then for younger kids that don't know the rule. The other part that people don't always know is that it's only passes from the foot that are not allowed. You can "pass" it to the keeper with your knee, thigh, chest, etc., and he/she can still use his hands.

The "back pass rule" was put in back in '92.
