I think it’s very common … in 1989, there was one Department Head that did this more often than not… causing a delay in graduation.
If you objected, he made sure you wouldn’t graduate … a lawyer in Blacksburg told me that he handled 18 cases … there was no recourse.
When I graduated, I was sitting with a professor in Cassell and he told me everyone knew about him, but no one would do anything because too many were guilty of the same to some degree.
The guy is still there, although too old to damage anyone else’s career.
