Because most of us don't live in a place where emissions are an issue

Part of you penance for living in Novsux is having to do things like get emissions inspections to prevent you from polluting the rest of the state. When I moved to tidewater last year I was a bit surprised that we don't have it here given the population density, but was happy not to have to deal with that.
