It all starts with the doctors, they should be targeted first.

You find the doctors writing 500 prescriptions/day for opioids, you pull their medical license and lock them up. Do the drug companies bear a lot of the blame? Sure. But you could also argue its not their job to vet the doctors and second guess their diagnoses.
