Depends on the dictatorship


Central and SA dictatorships tend to be completely self-serving as the expense of their country and their people. Maybe you could setup shop there, but the political instability would play havoc on your supply chain. The labor may be cheap, but the bribes and other under-the-table costs of doing business aren't.

China may be a tight-fisted dictatorship, but they actually do have their national interests at heart. Being an unreliable supplier to the world hurts their mission of being the ultimate economic superpower.
