According to the former Commissioner of the DMV in VA

There is a place on their website where you can log a concern for a certain citizen driving. You need their DL number to do it, but DMV then summons them to take a written test and driving test which presumably, they don't pass.

And this is from the former Commissioner's very own mouth since he's friends with my parents.
