Does Title IX allow for more women's scholarships than men's?

If a school is in compliance with Title IX, wouldn't adding scholarships to one side throw them out of compliance?

How many schools will add another men's team to accommodate adding a female team?

Isn't the exact opposite how most schools attain and maintain compliance with Title IX?

Having a female lacrosse team at Tech isn't protecting men's lacrosse at Tech at all.
