Depends on the local codes. I did A LOT of work on a house in Roanoke


codes there allowed you to register as a homeowner-contractor. Still had to get a building permit and have the work inspected, but I re-plumbed the entire house, replaced an electric water heater and stove with gas, ran a bunch of new outlets, added a kitchen island, and dozens of other little things.

Building inspector was actually very complimentary of the work I did. Said it was better than most of the pros in the area.
