correctly putting more emphasis on % positive than total cases. At this point, total cases is completely worthless. As more people are out and about, the number of cases will rise - it is natural with a highly contagious virus. And our testing has increased more than 10-fold in the past three months so it would make sense that the number of positive cases would rise accordingly.

Someone needs to take a close look at how and why this happened. Too many decisions are being made based on that type of data - there is NO excuse not to get it relatively close to correct and to miss that badly would be difficult to do accidentally.
