Exactly and to expand on it with numbers:

PSU in state - 18500
PSU out of state - 35000

VT in state - 13600
VT out of state - 32000

So for pa kids coming to vt, we need to offer roughly 50% scholarship before walking on at PSU is equivalent financially (obviously more than money matters)

Likewise for a va kid going to psu, PSU needs to give roughly 66% scholarship before walking on makes it even.

I'm also not paying attention to academic aid for instate kids with good gpas.

Good va talent lets us go after more blue chip prospects. It's the inverse of what you would think but that's how the financials work out
