Address Virus first
We do have stark recent examples of what happens when economic fortunes and opportunities wane, as witnessed in the rising mortality rates for male HS grads past 20 years (Appalachia has seen this first hand)
However, If you don't address the Virus first, you can't address the economic aspects.If people don't think its safe to shop, go to work, etc., it eventually won't matter whether the gov't mandates stay at home or not.
Since there will always be the folks who disdain common sense, good will, and thinking of others, the gov't must step in to staunch the virus.
