God forbid this worthless FTE has a high clearance.

Companies bill by the FTE hours. If the overall project is going well because everyone else picks up the slack, then that worthless FT is going no where unless he actually works on the customer site and the customer figures it out.

I have worked for many agencies and different projects. I have seen a handful of these types. They leave on their own. I did recently (past 5 years) see an incompetent programmer that worked all day, but just did not have the talent get laid off after over a decade of code that had more bugs in it than a stagnate swamp. Hell, I and another developer had to rewrite 18 months of his code in three months while we completed our work and rolled out to production. Long nights and every weekend.
