Not really

At the start of the season in most conferences it is pretty easy to pen in who is going to be the top dog in the conference. Clemson-Alabama-Ohio State-Oklahoma are currently the longest running power houses. Of course that does shift from time-to-time but even that is not a surprise. The second team to appear in the game is usually not a big guess either as the season winds down the record tells you who is in and who isn't.

Now it does go up a notch when it comes to hosting quarterfinal games because the actual rankings jump around a tiny bit, but you would know that the four hosts are going to be 4 of 5 conference champs and as I have pointed out, we usually can guess who those champs are going to be before the season even starts.

Before the season even starts we can assume that Columbus OH, Norman OK, Clemson, SC and Tuscaloosa AL are going to the host sites. The season can play out that the Pac-12 produces a top 4 champ but that is rare. But, that is something that makes itself evident during the progress of the season.

You have an unusual idea of what is a fan. There are obviously different types of fans. Some die hard fans have never been to a game and would never go to one. Some fans are kind of wishy-washy and go to all of them for some reason. Most fall in between.

The host fans, which are the most important do not have to travel at all, well any more than they normally do.

The visiting fans might be making an annual journey if their team is always the #2 but most of the time they are getting a game to support that they seldom have the chance to partake in. They make the effort. Of course, the ACC has a lot of fans that never miss a broadcast but their butt will never grace a seat in the stadium. For these types, it does not matter where the game and the fans that never miss a game, they do not care where it is either. The university will often off a travel package easing a lot of the burden.

As I said, this has all been figured out for years. All it takes is a dedicate fan that gets the chance to support their team that has happily done well.

Sometimes, as you point out, the Quarter final could be a rematch from the CCG. That does happen, but it is mostly an SEC problem for some reason. It does not seem to affect their attendance when a match up is a late game in the season and then is also CCG. I think maybe you are looking at this through the ACC lens where fan travel is pretty low as a general rule. The schools that do travel are not going to have a problem and those that do not, will not care.

Selling tickets has also been figured out. I honestly cannot think of one thing that you raise as an issue that has not already been handled in practical terms over the years. Maybe I do not understand what exactly it is that bothers you about this.
