Small problem with that idea

Per NCAA Bylaws, no FCS schools may switch to the FBS conference unless it gets invited by a FBS conference or receives a waiver from the NCAA (a la Liberty). Also, keep in mind that the NCAA defines a "FBS Conference" as a conference where a majority of its members are identified as full member FBS schools.

Also, in order for this new conference to receive an automatic bid to the NCAA Tournament, then a certain number of schools must have been a member of the same conference for a specific period of time. Even though the MWC was formed in 1999, it didn't receive an automatic bid to the Tournament until 2001 because it didn't meet the time together requirement (including time spent in the WAC). It is why the American West Conference ultimately failed because it could never have enough members remain in the conference long enough to secure an automatic bid.
