I wonder if getting around Citizens United can be done by saying, for instance,donate all you can to exercise your 1st Amend bought and paid for rights, BUT it doesn't matter how big the war chest, the candidate can only spend a set amount of $XXX and can't starting spending a single dime of that until a set # of days before the election.

You are right though, a public fund would be ideal but then we'd get the budgeting fights, etc. Of course, even that's better than the $$$ influence we have now . . .
