I don't know how that was established.
Basketball with 13 and Baseball only gets 11.5.
I've seen some opinion pieces and listened to sports talk radio talk about the net effect of it. What it makes baseball do is only go after student athletes with financial means to pay half their tuition or even more and only get a partial scholarship. It keeps college baseball opportunities away from the lower income students that football and basketball can give a free ride and an education to.
I think it should be changed. It would open up college baseball to a larger pool of talent. I don't know if MLB was behind it in exchange for implementing the rule that you have to be in school for 3 years before going pro. But perhaps this is how it was established. Basketball doesn't have this rule, but the NBA should do it too IMO. [Post edited by HOO86 at 07/06/2017 9:40PM]
