I don't know of a law requiring it, but I've done it many times....

In a torrential rain, when I've had to drive well under the speed limit, I've turned on my hazard signals to alert drivers behind me that I am traveling well below the posted speed limit. I never cease to be amazed at how many people want to drive at or above the speed limit in a heavy downpour, so I figure this gives them fair warning before they zoom up on me.
