I'd be interested to know how far back that offer to Florida went
Back around 1980 was when Joe Paterno floated his idea of a Northeastern All-Sports conference. The proposed conference would have included Maryland. This may have been what spurred the ACC to think about inviting UF. The state of Florida was one of the fastest growing in the US at the time, but back then only UF was considered a big time university in both academics and athletics, and would have been a prime target for the ACC. They probably figured that if GT would leave the SEC for the ACC, then why not Florida?
