WRAL is correct about one thing.
Higher education governance is totally different in the Old North State and the Commonwealth.
In North Carolina, all public universities are part of one system. Each school has it individual equilivent of our Board of Visitors. But then there a super board that governs all the universities in the state, and many if not all of those board members are appointed by the legislature.
Here in the Commonwealth, each university has a board of visitors, and they are appointed by the governor. There is no controlling board between the schools and the governor.
