Well, Penn St. could've lost every final and still won the team title

So it is indeed possible. But you certainly need a handful of wrestlers good enough to win a title to be in that position. Those guys are bonus point machines. I think I saw a tidbit after the 3rd session that Penn State's bonus points alone were enough for 12th place in the tournament, before even factoring in advancement points. That's impressive.
