Job hunting question

You come across a job where about 60-70 percent of the responsibilities are things you have both skill and experience at, while the remaining 30-40 percent you're confident you could do but you don't have any experience actually doing. And of course it's something you're interested in and pays what you'd like. Do you apply, and if so, what's your approach?
