Quite simply becasue the superpowers can't
Speaking as someone who is Muslim and who spent about 18 years in the region ive seen things change. We lived in Saudi Arabia and went to US consualte and DoD schools in Bahrain. There are a long list of events that led to the creation of ISIS; many of them relate to western intervention in the region, and many of them are endemic to the region, its history, and it people. To say only one or the other is responsible is disingenous. The west is seen as part of the problem, not the solution.
This is an ideological fight more-so than a military one. There is absolutely a military element, but to really get rid of this disease you need to get to the root, and bombing from 30k feet isnt the only solution. Muslim leaders repeatedly speak out against ISIS. Muslim nations are in the middle of the fight, and Muslim citizens are the majority of the victims. Iraqi soldiers are at the forefront of the fight, most recently Ramadi, with support from a long list of Muslim nations, as well as the US.
We are only fed what is easily consumed and understood by the average American by our media. Muslim leaders condeming ISIS isnt sexy, quite simply; Muslims laying their life on the line to fight ISIS and Alqaeda isnt sexy enough. The average american relates well to people in Paris; they have trouble realting to the heavy majority of victims of ISIS who are Muslims.
Bottom line this isnt an easy fix. The ME is a freakin mess; in many places you dont know who/what/where/when you are fighting. As I said in a post some days ago. One thing is for sure, Violence will only produce more violence. Figure out who really benefits from this kind of wholesale violence; that entity is the real enemy. Not an easy solution
