The biggest improvement in soccer would be made by

getting qualified coaches for the 6 through 10 year olds. Like you said, there are just too many "parents" that never played soccer or worst, know just enough to cause more problems than helping kids. In many other countries, the better soccer coaches are at the younger age groups. In this country, the prestige is in the older age groups. But, somehow we have to change this if we want to take the next step.
