Yes it is. The ACC should keep a close eye on USF and UCF.

The ACC has tried several events in the Tampa area including the Football Championship and the Men's Basketball tournament. With Florida State there is some interest in the ACC in Tampa. Including USF, there would be more.

UCF might do the same in Orlando, but Tampa is a bigger area than Orlando. They are both up and coming. We have South Florida covered with Miami, and we have North Florida/Jacksonville covered with Florida State. USF/UCF would fill in the center of Florida.

Per the ACC rules, both FSU and Miami would have to sponsor any move on either USF or UCF. What would benefit them is travel.
