looking for a home for DisneyWorld. It has been in place ever since and was a win-win because Disney generates so much money for the state (remember they have no state income tax) and the self-governance and tax breaks helped DIS. However, now you have Universal (and others) also generating massive revenues for FL and they don't get the same benefit. This was likely going to get raised again at some point but the recent events put it back on the front burner.
