checked the Miami calendar to see who else is planned to go racing.

But yeah, the hard time limit on a F1 race is 3 hours, with a 2 hour limit on the actual engines-on racing time. So you could have a 1-hour red flag delay and still get in a race, but after that the laps could start being reduced. Unless Michael Masi is in charge, then the F1 rules are more like guidelines.
