Partial Scholarships, financial aid, and tuition costs are certainly factors for an athlete to compare while choosing a school. The in state tuition cost differential is always huge compared to out of state. I believe some states allow athletes to change there state residency while at school. It is a greater financial gain to get in state cost at the expense of mom and claiming a dependent on their taxes. I have heard North Carolina. And Oklahoma have used this practice. No horse in the race to know for certain. However, PSU doesn’t get to offer this perk. How can the Nittany Lions attract and keep their depth with empty pockets???? It is not the weather
