And thinking about it more,


if NC state schools are giving kids with partials in-state tuition, they'd need to do so for all students on partial scholarship, right? Otherwise, they're giving athletes a benefit not available to non-athletes...a no-no.

Seems hard to me to believe that every kid getting a scholarship at an NC state U. is getting in-state tuition.
