That's what I thought

So yea, it's obvious that Emma does leap (but I don't think she replants???) so by letter of the law, it's illegal. But as so many others have pointed out, it seems sooooooo many other pitchers do it too. And the little bit I have read is it seems like most experts agree that it really doesn't give the pitcher any advantage vs just dragging the foot so it would seem to me that the sane thing for the NCAA to do would be to allow the leap like other levels of softball apparently are doing (or have always done). Of course that doesn't solve our Emma's immediate problem but God I feel so bad for her because obviously she has done her pitching motion THOUSANDS of times and we all know how tough it is to change engrained motor skills.
