Yes A+, Network+, Security+ in that order


those are good entry level certs and would qualify him for either a Federal Government job and/or a contractor under.

A+ is the most basic, how a computer works, CPU, RAM, basic fundamentals. The network cert again basic, how do computers communicate. Same with Security +.

Further into his career he should read The Switch Book which is what happens on a LAN, and The TCP/IP Book which is routing technology, how the internet works. Both of these books are great regardless of what field he ultimately picks, e.g. system administrator, IT security, etc.
