This is the way I read it.

That being said , you would think Tepper, being a businessman, would have verified the funds had been secured before investing $170-180 million on the practice facility. Let the court battle begin over all of this.

Then, there is the City of Charlotte. They now don't like the man and do not trust him. And the team sucks. Things have gone about as poorly for Tepper as they could have in his short time as owner.
