If you are talking about the first weekend of games

They switched to a model that tried to place the highest seed in each 4 team tournament as close to home as possible.

Example: Purdue, Texas, VT and the 14 we're one 4 team tournament. They put us in WI which was closest to Purdue. Remember, all these sites are picked in advance.

Duke was in Greenville, SC because it was closest for them, and they were the highest seed in their 4 team tournament on the first weekend.
