Number two seeds treated differently??

Houston is obviously the "home" team in Texas. Villanova, the 2 seed, is far from Philly.
Duke, on the other hand, is at a nearby site. Now I know Duke always gets favorable treatment, but why aren't the one and two seeds treated equitably?
At the risk of offending the "don't criticize the committee" people, I really would like to know the answer to this one.

EDIT: I now see Duke is in SF and both Duke and Villanova were far from home. Still don't know how Houston got to play close to home but I was mistaken, sorry.
