Balked on shipments several time as to not provoke the Russians


This per DoS. Didn't work out so great.

This just in general and not in particular tied to any administration or political party, but most of the DoS staffers I've worked with have been fairly useless. They are really good at traveling, PCSing, going to dinners and hosting events, but as far having a lick of sense, not so much. They are also 100% risk-averse. Went to work on a multi-agency program and had intros where everyone was trying to outdo themselves in self-puffery, and actually had a retired DoS staffer who was now a contractor introducing himself by explaining that "after a wildly successful career, I retired and .......... " . Lots of eye rolls. Tried so hard to get that guy sent to Yemen.
