"I circled back with HR to confirm, and you were not eligible for a bonus this year. This is a reflection of a smaller bonus pool within our division this year, that your compensation is at the top of the range, and that much of the year you were working toward building out a steady backlog of work. If you can sustain the progress you made toward the end of last year with billable rates above 80 (and especially 90), we should be able to revisit that decision next year."

Bonus are a big black box - they don't post them or post the formula for them. And they can change a lot from year to year. I don't have a good sense of who else did or did not get them this year.
Salary brackets are posted and above is correct than I'm at the top of my bracket.
