NATO is perceived by the West to be defensive. However, it is just


as plausible for someone to see NATO as being passive aggressive too. Force the other party to make the first move so it can always come out looking like the "good guy." If China convinced Canada and Mexico to join it in a military alliance, then you can bet the US would perceive that in the same light that Putin perceives NATO's actions. Depending on who the President was at the time and which way Congress is leaning, it is plausible that the US could take some sort of military action against 1 or both countries and still call it a "military exercise" or "peacekeeping mission." If the US wasn't willing to resort to those tactics to ensure its borders are secure, then the Bay of Pigs would have never happened.
