Putin isn't doing anything on the ground in Ukraine that he wasn't planning to do before the sanctions. US Intel has already leaked his plans to for public executions, to deprive people of food/medicine/electricity if needed to reach his goals of destroying Ukraine's thriving(compared to russia) democratic economy/way of life. Ukraine's rise/prosperity in the EU presents a threatening contrast for Russians and that threatens Putin's grip on power.

It's the opposite of what you are saying. The sanctions and the arms supplied by the west serve to create friction for Putin in pursuit of his original plans. The sanctions have softened his support from China even, they are participating in sanctions. We are nowhere close to a point where the West has done too much to push back on Putin, we need to apply more pressure to break his economy and impoverish Putin's inner circle. We are seeing 2 decades plus of insufficient pushback on Putin, letting him get his way with no consequences, so we need to err on the side of applying too much pressure now.

One hope is that the same people Putin needs to put down domestic dissent are identical to resources he needs to go murder Ukrainian civilians. So if nothing else you can pressure his resources by sowing dissent domestically. Russia is cut off from global microchip supply, that will impact ability to repair military, industrial, civilian infrastructure. We are offering Putin a bridge to beg for the end of select sanctions in return for cessation of his war crimes. I'd hope we have more economic sanctions ready to go next week and we can work on India and others to stop working around the current sanctions.
