Tracfone. Their 4G non-smartphone plans are as low as less than $7/mth.

Their 4G non-smart phones can access the internet and sent/receive texting; however, it is not a smartphone (although they do also sell smart phones). As cheap as a 90-day (60 minutes) plan card for $19.99, making it less than $7/month cost. Coverage is excellent too. I have a Tracfone LG flip phone (cost $19 last year at Best Buy) in one of my vehicles for emergency. Works great at less than $7/mth and the minutes add up with the purchase of each 90-day (60 minutes) card as I hardly ever use it. Easy to use once you're familiar with it. You can find some tracfones at Best Buy, Walmart, etc., or online. Tracfone plan phone cards are everywhere. - Just one of the options to consider.
