This was a strategic decision

VCU wanted a basketball centric athletic program and A-10 did that.

ODU wanted a more diverse athletic program, and include football. Football is much bigger interest in Hampton Roads. Foreman Field was right there. (I've been to many Hokie Games at Foreman Field for me since 1969. As a University, ODU model is more JMU than VCU.....

ODU expected a more phased development, but the CUSA bid was a surprise and they jumped at it. All worked out. They really love having VT, UVA, UNC Wake, Duke all coming to Norfolk.

Also Hampton Roads is the second largest metropolitan area of the State, and it had no access to collegiate football.
