There are anecdotes of families being asked if it was OK to code their
family member as having died of COVID rather than whatever else was the primary cause. I really have no idea how widespread that is, but it's enough that many talk about it in healthcare.
Whatever the financial biases are in the system, that's a large predictor of behavior, which is so obvious but some have a hard time applying that to healthcare. I've seen a lot of felonious behavior over the years. When I was a young rep, I really had to struggle associating with some who were crooks in my mind, but they were customers I had assigned to me. Some of these guys would tell me about having the FBI come into their offices with weapons drawn, padlock their files and escort everyone from the premises. They would call me 6 months later and say, "I'm back on. Let's do some business."
Medicare fully gets behavior will follow their financial incentives. As long as they quantify the data and share it objectively, I can live with it.
