The coasts of north and South Carolina are filled

With retired public sector workers from the northeast. In many states in the north the gig is to pump up your total comp the last several years of work by working overtime. Then when you retire you get an average of the last two or three years of comp.

It’s a scam system but no one does anything to stop it.
